They’d use lanterns at night to appear to be lighthouses and guide ships onto the rocks, and then swarm on board, kill the crew, and take the valuables. Pirates, but they didn’t actually need to go to sea. It feels applicable here.

IIRC yes, there have been at least coast-dwellers in places where shipwrecks are common, who supplemented their livelihood by scavenging wrecked ships in their neighborhood.
