I don’t believe so, to my knowledge it has always been used in reference to birds specifically, usually around when they are nesting and laying eggs to keep people from taking them home.
With mammals the mother can reject her own children for seemingly no reason at all (farmers see this with things like horses, sheep, cows and goats) when sense of smell isn’t even how they recognise each other while others do use sense of smell but wouldn’t necessarily abandon their children because of their other senses used like hearing to recognise their voices.
There have been lionesses that kidnap or befriend baby antelope; wolves, cats, dogs and monkeys have adopted, protected and raised young children that have been abandoned or neglected severely in the very rare instances that feral children raised by animals actually do exist; other mammals can also be convinced to raise others as well – dogs can be convinced to raise pretty much anything.
So while a sense of smell may contribute, it definitely isn’t the end all be all for mammals either, but I have never seen it used for mammals, only birds.
With mammals the main problem with touching their babies is that they may not actually be in distress or abandoned at all even if they appear to be to us since several animals hide their children then go off hunting and you don’t know if the parents are actually nearby or not. More skittish individuals may abandon their babies if you touch them because it makes it seem like danger is nearby, but others may just go ahead and spend energy relocating them all.
Nature is never perfectly predictable but in general helping baby birds or eggs back into a nest is fine if the parents aren’t around but you shouldn’t go around touching every baby animal you see as you don’t know if they are actually in danger or not unless you actually monitor the situation over a period of time and look up signs on what might indicate they have been abandoned.
That is prime webcomic/YouTube animation material. You get all kinds with a premise like that, especially if our protagonist cat is also a gamer. Their favorite game could even be Mewtroid
