I may be wrong, but panel 5 seems to be a flashback to the background of panel 1, which Amber just ran past, with panel 6 being the reaction to that flashback.
By the last 2 panels, the red panels have changed from flashback to real life, and the foreground panel #5 is now where the flashback goes. It would also mean that Amber’s issues are now in the foreground, ahead of even real life.

Amber (as Amazi-Girl) had rescued Billie from Ruth and had a short conversation with her a couple of days earlier, and I initially chalked her expression in that strip up to concern that Billie might recognize her secret identity, but she hasn’t shown that concern with any of the others she’s encountered in costume.
Though maybe her experience with Danny has caused to to figure that they’re all as oblivious as he is. (In Billie’s case, she might be right!)
I hate to poke holes in such an awesome theory, but I see two problems with it. The first is hair colour: the robber’s highlights are dark brown, whereas Sal’s highlights are ashen. This isn’t much in and of itself, because she could easily dye it or whatever. The second thing I noticed, however, is that on closer inspection it doesn’t look like Amber even noticed Danny *or* Sal as she was running away.
