If it helps laws like that are generally supposed to protect teenagers having sex with each other, so a 15 year old and a 14 year old wouldn’t get in trouble for fooling around, legally, or a 15 year old and a 16 year old, or a 14 year old and 16 year old (who might be only a little over a year apart in age). It CAN be used by predators, but is SUPPOSED to be to protect teenagers from facing legal consequences for peer-to-peer consensual sexual contact.

It is a thing because it has been abused in the past to punish those whom parents didn’t like giving the supposed predator a criminal record and requiring them to register as a sex offender despite it being consensual.
It’s meant to be leeway, instead of a hard line that can be abused. It’s trying to give couples a chance instead of being a way of parents to keep their kids under their thumb until they say they can have sex.
Gonna jump in here to mention that I have some direct experience with this law.
In high school, when I was a Freshman, both me and a friend of mine had the hots for one of the Juniors. We were 14 and 15 respectively, and he was 17. She and I did a “may the best lady win” and she won – she and him ended up dating. And, when they started having sex, that law came up – particularly the next year (our Sophomore year, his Senior Year) when he turned 18 several months before she turned 16.
