      I’m gonna say neither. It’s more than likely that Billie had much less to drink. Ruth would likely have some tolerance herself since she seems to be no stranger to alcohol

      All we’ve seen with Ruth is her drinking herself to sleep on what was presumably beer. If Ruth didn’t know anything about Billie’s alcohol tolerance than she took a big risk getting drunk with her.
