In my autistic mind, “We’ll talk later, I promise” means exactly that: you are sincerely committed to talking to the other person later. It’s not something you just say as a meaningless social platitude without intending to follow through on, my brain is too literal for that. So I’d be surprised and disappointed if Joyce didn’t intend to continue the conversation.
…however, “later” is also a remarkably non-specific timeframe. Tomorrow is later. Next week is later. Next month is later. Maybe this is what Joyce is relying on right now: she said she’d talk to Joe but she didn’t say *when *, so she gets to continue putting off “later” in favour of doing less awkward, more fun things in the “now”.
