Those are very clearly some form of precision side cutters (not just modeling fwiw, those are also used in electronics etc., anything that needs accurate flush cuts) scaled up, nothing like actual bolt cutters. The jaws are way too flimsy, and they’re lacking the kind of hinge mechanism a bolt cutter of that size would (or should, if it’s not crap) have.

I bet Willis has precision cutters to work on Gunpla and Transformers kits, not cutting wires and the like. Also, he fixed them to be bolt cutters now.

There are various bolt cutter designs with folding handles, too, which one could put in a backpack so you’re not obviously carrying two foot long bolt cutters. (Also, Harbor Freight’s Pittsburgh-branded tools are… definitely not well-made for hard use.)
