Problem is that most phones use internal memory these days, which means that in most cases you won’t have the block device access you need, and unless you’ve already got some means of streaming block device level access to another system or a chroot with recovery software already installed (or I suppose an Android version of block level recovery software on a rooted phone) you at the very least have to risk overwriting or triggering remapping of the target memory to install suitable software for recovery…
This probably doesn’t apply here though, given the time this was set in Amber’s phone probably requires a microSD card for photos, which works well for recovery, but just about the only way you’d get it back on a modern phone (remember even modern phones with memory cards will use the internal storage first) would be FBI level forensics.
