I think the point being made here was that she is an advocate of preventing pregnancy, and the handing out condoms is a way of doing this. If she is on the pill, she knows she is meeting her requirement, with or without the use of the condom. Yes, condoms will protect from STDs, but that’s not what she is advocating in the last panel.
